Paul H. Burgess
Attorney & Certified Public Accountant
Paul has been a Certified Public Accountant since 1985 and added Attorney at Law to his qualifications in 1993 upon graduating from the University of Tulsa School of Law. He maintains a legal and accounting practice with extensive experience preparing tax returns, tax planning, tax controversies (audits, notices, collections, and tax court) and accounting issues including developing accounting systems. The practice further includes the legal and tax aspects of organizing businesses (LLC’s , S-Corporations, etc.), business mergers and acquisitions, estate planning with trusts and wills, and probate law.
He produces periodic tax newsletters on the latest changes in tax and business laws. He is a member of the American Academy of Attorney-Certified Public Accountants, the Oklahoma Bar Association, Oklahoma Society of CPAs, and licensed to practice before the U.S. Tax Courts and the Northern District of Oklahoma.

Theresa Ruth
Certified Public Accountant
Theresa started with Paul H. Burgess & Company in 2015. She is an accounting graduate from the University of Iowa. Iowa’s accounting school is consistently ranked as one of the best accounting programs in the country by the Public Accounting Report. Theresa has three decades of tax and accounting experience. She began her career in the tax department of a public accounting firm. That experience was parlayed into a long tenure with a Fortune 100 Company’s accounting department. The corporation relocated and Theresa chose to remain in Tulsa by accepting an accounting manager position for a Tulsa based oil and gas company. Ms. Ruth’s tax, accounting, management, and oil and gas experience is the right blend for our diverse practice. Our practice includes tax preparation, tax planning, tax controversies, business law, and accounting.
